Rovshan Mammadli (Rovshan Mammadov) was born in Baku.

He studied at the Azerbaijan State University of Culture and Art (2001-2008).

For some time he was an actor at the Baku Municipal Theater (2006-2007). He worked as a dubbing director at the Cinemazadeh studio (2017-2019).

He is engaged in dubbing and voice-over work for various TV channels and dubbing studios.
