Rovshan Almuradli (Rovshan Almuradov) was born in Baku. He studied at the Drama and Cinema Acting Faculty of the Azerbaijan State Institute of Arts (1972-1976), and at the Higher Directing Course of the Advanced Institute under the USSR Ministry of Culture in Moscow (1984-1987).

He began his career as an actor at the Teaching Theater. He interned at the Moscow State Academic Satire Theater. He worked as an actor at the Sheki State Drama Theater (1976-1980), as a director at the Sumgayit State Drama Theater (1980-1985). He was the chief director of the Mingachevir State Drama Theater (1988-1989). In 1991, he became the artistic director of the independent "Istiglal" theater, which was opened under the Union of Theater Workers of Azerbaijan. During those years, he directed performances there, worked as a director at the Ganja State Drama Theater in 1992, and at the Azerbaijan State Radio and Television Broadcasting Committee since 1993. In 2006, he was accepted as a production director at the Academic National Drama Theater.

Since 2015, he has been a member of the Political Council of the Civil Solidarity Party and the chairman of the Culture Commission.

Rovshan Almuradly died in Sumgayit in 2019.
