Orman Aliyev (Orman Chingizoghlu) was born in Baku.

He studied at the Azerbaijan State University of Culture and Art, specializing in Television Directing (1997-2001, 2001-2003).

He worked as an assistant director at Azerbaijan Television (2000-2001), director at Lider TV (2001-2004), director at Ictimai TV (2005-2006), deputy director of the Cinema and Dubbing Department (2006-2007), director of the Music and Entertainment Programs Department (2007-2008), deputy director of the “Jarchi Film” Creative Union (2008-2009), chief director of the Director and Cameramen Department (2009-2012).

He was a member of the Azerbaijani delegation to the Eurovision Song Contest (2008-2012). He participated in the working group of the Eurovision Song Contest held in Azerbaijan as a show producer (2012).

Since 2013, he has been the executive director of the Baku Media Center.

He is an Honored Worker of Culture (2018).
