Mohlat Muslumov was born in Baku.

He studied tar at the Department of Folk Instruments of the Azerbaijan State Conservatory.

Since 1975, he has been a soloist in the Said Rustamov Folk Instruments Orchestra, and since 1988, he has been a soloist in the Jabbar Qaryagdioglu Mugham Trio at the Azerbaijan State Philharmonic. Since 1988, he has worked as a teacher and senior teacher at the Azerbaijan State Conservatory. Currently, he is an associate professor of the Mugham Department of the Azerbaijan National Conservatory. He is the artistic director of the Ahmad Bakikhanov Folk Instruments Ensemble of the Azerbaijan State Television and Radio Closed Joint Stock Company. He has successfully performed at various international festivals and competitions. He has released more than 20 albums abroad.
