Miri Rzayev was born in Baku.
He studied at the violin class of the Bulbul Music School (1957-1968), the Azerbaijan State Institute of Arts (1969-1974), and the Leningrad State Institute of Theater, Music and Cinematography (1976-1981).
He worked as an assistant and director at the “Azerbaijanfilm” film studio (1976-1990), and as a director at the “Azerbaijantelefilm” Creative Union (1998-2020).
