Mazahir Jalilov was born in the village of Sharafeh, Masalli.

He studied at the Faculty of Drama and Film Acting of the Azerbaijan State Institute of Arts (1975, Rza Afganli's course).

He first appeared on stage in the Masalli district club as Kolya in the play "Anajan" by Yusif Azimzade (1957). He worked for a while at the Sumgayit Musical Drama Theater. Since 1980, he has been an actor at the Academic National Drama Theater.

He is an Honored Artist (2013).
