Mansur Vakilov (Mansur Fakhri) was born in Baku.
He studied at the Philology Faculty of Azerbaijan State University (1961).
Since 1963, he worked in the magazine "Literary Azerbaijan", the organ of the Union of Writers of Azerbaijan, and rose from a literary worker to the Editor-in-Chief (1991-2009). He was the secretary of the Union of Writers of Azerbaijan. His poems have been translated into foreign languages.
Honored Artist (2003) Mansur Vakilov died in 2009 and was buried in the II Alley of Honor.
