Jamal Aliyev was born in the village of Yaglivand, Fuzuli region. In 1993, he settled in Ismayilli region as an internally displaced person.

He studied at the Azerbaijan State University of Economics.

He worked as an accountant at the Azerbaijanfilm film studio (2016-2017), as a chief accountant at Space television (2021-2023). Since 2023, he has been the chief accountant at the Zarat Group of Companies.

Financial manager Jamal Aliyev is the brother of producer Orkhan Aliyev and screenwriter Elshad Arshadoghlu.
