Iosif Tkach was born in Baku.
He studied at the Azerbaijan Polytechnic Institute (1970).
He worked as an actor at the Baku Chamber Theater, the Azerbaijan State Russian Drama Theater (1995-2015).
He starred in the role of the head doctor in the TV series “Count Krestovsky” (2004, director Ramiz Fataliyev / Russia) by foreign film producers.
Iosif Tkach was murdered at home with his wife in 2024.
