Fermail Pashayev was born in Khanlar (now Goygol).

He studied directing at the Azerbaijan State University of Culture and Art (1990).

He was the head of the "Ulvi" dance collective of the Azerbaijan Technical University (1987–1991). He worked as an artist-dancer in the "Goy Gol" song and dance ensemble of the Ganja State Philharmonic (1991–1998). In 1998, he was accepted as an actor at the Ganja State Puppet Theater. Since 2018, he has been the director of the Ganja State Puppet Theater.

He is an Honored Artist (2014).
