Elkhan Guliyev was born in Baku.

He studied at the Drama and Film Acting Department of the Azerbaijan State Institute of Arts (1974).

He was assigned to the Academic National Drama Theater.

He played the role of a bus driver in the German-made film “Absurdistan” (2008, directed by Veit Helmer).

He is an Honored Artist (2002).
