Elshan Mammadov was born in Goranboy.
He studied directing theater groups at the Azerbaijan State Institute of Arts (1994).
In 1985, he began working at the Baku Radio Plant. From 1990, he worked as a director at the “Azerbaijanfilm” film studio (until 2002). He worked as the head of the documentary film group of ARB TV (2009-2014), the chief director of the Mingachevir State Drama Theater (2014-2015).
