Elshan Budagov was born in Baku.
He studied at the Baku Cultural and Educational Technical School as a director of theatrical events (2012-2016).
He worked at Khazar TV (2018-2020), Space TV (2021), ARB TV (2020-2023).
He has collaborated with the Baku Media Center and many film production companies.
He is currently an employee of Cinema ART.
