Elman Rafiyev was born in Sumgayit.

He studied at the Drama and Film Actor Faculty of the Azerbaijan State University of Culture and Art (1988-1992), and at the Robert Sturuan International Mastery Course in Georgia (1998).

He worked as an actor at the Azerbaijan State Youth Theater (1992-1993), at the “Deli Shqipjanjagi” Pantomime Theater-studio under the direction of Bakhtiyar Khanizadeh (1994-2000), which operates under the Young Spectators Theater. He is the music composer of all the performances produced at the Pantomime Theater and the performance “King” at the Azerbaijan State Puppet Theater. He also worked in the clown genre, and his stage name is “Clown Nini”. In 2006, he directed Uzeyir Hajibeyov’s operetta “Arshin mal alan” (in English) at Khazar University, and later Fikret Amirov’s opera “Sevil”. He participated in various international theater festivals.

He has been working as the deputy director of the State Pantomime Theater since 2000, and as the director since 2009.

He starred in the Russian-produced TV series "Magomayev" (2019, directors Dmitry Turin, Roman Pryugunov) as Kamal.

He is an Honored Artist (2012).
