Elman Aliyev was born in Baku. He studied at the Azerbaijan State University of Culture and Arts. He worked at the “Azerbaijanfilm” film studio, Azerbaijan Television, Baku Media Center, and Public Television. He was an assistant cameraman on the film “Absurdistan” (2008, directed by Veit Helmer / Germany) by foreign film producers.
