Eljan Rasulov was born in Saatli.

He studied at the Variety Acting Faculty of the Azerbaijan State University of Culture and Art (2003-2007).

Since 2002, he has been a member of the "Jannat Theater" named after Nasiba Zeynalova and has performed in various performances. He has worked as an actor at the Baku Variety Theater. He has worked as a department head at the Baku City Department of Culture and Tourism. He has been the director and presenter of various television projects.
