Eldar Aliyev was born in Baku.
He studied at the M.F. Akhundov Pedagogical Institute of Russian Language and Literature (1959), at the Directing Faculty of the Azerbaijan State Institute of Arts (1966, class of Melik Dadashov).
He worked as a teacher at secondary school No. 20, and later as a director at the Samad Vurgun Russian Drama Theater. He produced plays at the Musical Comedy Theater, the Leningrad State Musical Comedy Theater, and the Komissarzhevskaya Theater. His first directorial work was the play “Incognito” (1966).
He starred in the film “Freedom is a Sweet Word” (1972, directed by Vytautas Zhalakyakichyus / Russia, Lithuania) made by foreign filmmakers, playing the role of Lieutenant Kurilo.
Eldar Aliyev died in 1984.
