Elchin Musaoghlu (Elchin Guliyev) was born in Baku. He studied at the Directing Faculty of the Azerbaijan State Institute of Arts (1983-1990), the Moscow Theater Institute (1989-1990, Mark Zakharov's course).

He worked at the "Azerbaijanfilm" film studio (1990), Akademstudio (1992), "Azerbaijantelefilm" (1994-2004), and Ritm Production (2005-2008).

He directed the full-length documentary "Turkey is also my homeland" (2018), produced in Turkey.

He is the founder of the "Cinema Evi" Producer Center.

He is currently the head of the "Azerbaijantelefilm" Creative Union of Azerbaijani television.

He was awarded the "Best Director of the Year" award (1999) by the Ministry of Youth and Sports. He is an Honored Artist (2016).

His films have participated in international festivals and received various awards.
