Jamil Alibayov was born in the village of Dadeli in Fuzuli.

He studied at the Department of Oriental Studies (Iranian Department) of the Philology Faculty of Azerbaijan State University.

He made outstanding presentations at student scientific conferences, and his scientific research was awarded prizes by the Moscow Ministry of Higher Education and the Ministry of the Republic. However, he was expelled from the university on the eve of the state exam in his final year. The reason was that several students from the Oriental Faculty were accused of anti-state activities. However, later, the order was changed and he was transferred to the first year of the History Faculty (external). Later, he studied at the Journalism Faculty of the Higher Komsomol School (Moscow) (1958). He was hired by the newspaper "Azerbaijani Zhanli" in 1949. Three years later, based on an anonymous letter, he was dismissed from work due to his "tainted past". Immediately after Stalin's death, he was reinstated to his previous job. For twenty years, he worked as a literary worker, department head, executive secretary in that newspaper, and for the last twelve years as editor-in-chief (1949-1970). He was a member of the bureau of the Central Committee of the Azerbaijan Komsomol, and was elected a delegate to more than ten congresses of all-Union and republican youth organizations. He was appointed deputy chairman of the Committee for Radio and Television Broadcasting on radio (1970-1974), director of the “Azerbaijanfilm” film studio (1974-1984). He worked as editor-in-chief and director of the Azerbaijan State Publishing House (1984-1988), “Kommunist” (“Xalq qazeti”) newspaper (1988-1990), “Yazichi” publishing house (1990), editor-in-chief of “Novruz” and “Vahid” newspapers, and founding director of the “Elm və hayat” publishing house (1995).

He began his artistic career while working for “Azerbaijani youth”. He is the author of the novels "For the sake of love" (1964), "Trial" (1965), "My mother's world" (1972), "The essence of life", "Enduring love" (1978), "The other end of the world", "Golden horse and soil" (1983), "First love" (1991), the stories "I am looking for myself" (1969), "Mothers...", "My mother's land", "The tears of the rocks", several plays, scripts, and a publicist book. The play "Murder in Gulustan" was staged at the Azerbaijan National Academic Theater. 

Honored Worker of Culture (1976), winner of the "Golden Pen" award, Jamil Alibeyov died in 2014.
