Azer Guliyev was born in Baku.
He studied at the Faculty of Organization of Film Production of the All-Union State Institute of Cinematography (VGIK) (1981-1985).
He worked at the “Azerbaijanfilm” film studio as a chief economist (1985-2002), deputy director for production and financial affairs (2002-2020), and director (2024-2025).
He was the executive producer of the US-made film “Destroyed Bridges” (1996, directed by Rafiq Puyya).
He is an Honored Worker of Culture (2008).
