Arif Aliyev was born in Baku.

He studied at the Faculty of Journalism of Moscow State University (1983-1988).

He worked as a special correspondent for “Azerinform” (1983-1986), section head of the “Azerbaijani Youth” newspaper (1986-1988), deputy editor-in-chief of “Azadlig”, editor-in-chief of the “Khazar” magazine (1989-1991), general director of the “TURAN” information and publishing enterprise (1991-1992), press secretary of the President of the Republic of Azerbaijan (1992-1993), teacher at “Khazar” University (1994-1995), chairman of the board of directors of “Gun” newspaper (2005). He is the chairman of the “Yeni Nesil” Azerbaijan Journalists Union (1995), president of the Baku Press Club (1998), founder of the “Media Key” Journalist Award. He has participated in the preparation and holding of more than 40 international conferences on journalistic professionalism and freedom of speech. He has published more than 800 articles in the press, is the author of television and radio programs, documentary films, and the author and editor of 9 books.
