Akif Mammadli was born in the Talavar village of Balakan.
He studied at the Faculty of History of Azerbaijan State University (1986).
He worked as the Deputy Head of the Balakan District Executive Power for Humanitarian Issues (1992-1993). He is an employee of the Sheki Regional Scientific Center of ANAS. He works at the Balakan city school named after Nasimi. He is a Doctor of Philosophy in History.
He studies the history of Balakan. He is the author of dozens of scientific articles, 12 books, and 1 scientific monograph on history and historical monuments.
