Agshin Babayev was born in Baku.

He studied at the Philology Faculty of Azerbaijan State University (1959).

He began his career in 1959 at the Republican Radio. He was appointed Editor-in-Chief of the editorial offices preparing programs for Turkey, Arab countries, Iran and South Azerbaijan. He was a special correspondent for the newspaper "Moscow News" for Azerbaijan (1969-1979). He worked in Turkey from 1972 to 1975. In 1976, he was appointed Deputy Chairman for Foreign Programs at the Azerbaijan State Television and Radio Broadcasting Committee (1976-1991). He was the head of the press service at the Milli Majlis (1991-2006). He began his literary work with the story "For Freedom" (1958). In 1964, his first book of stories called "Attractive Horizons" was published. After that, he regularly appeared in the press. He translated examples of foreign literature into our language. He is the author of about 30 books, including “The Embodiment of Literary Works in Azerbaijani Cinema”, “Cinema...cinema”, “The Foundation Stone of Cinema Art”. His first work was staged in 1955 while he was a student. Later, his plays were performed in various theaters.

Since 2006, he has worked as the head of the Department of Literary Creativity and Screen Dramaturgy at the Azerbaijan State University of Culture and Art.

He has been awarded the “Yusif Mammadaliyev”, “Hasan bey Zardabi”, “Humay”, and “Golden Pen” awards.

Doctor of Philology, professor, State Counselor of the II degree (2004), Honored Journalist (1987) Agshin Babayev passed away in 2020.
