Afgan Soltanov was born in the city of Mingachevir.
He studied at the Drama and Film Acting Department of the Azerbaijan State Institute of Arts (1975–1979).
He worked at the Mingachevir State Drama Theater by appointment (1979–1993).
Since 1993, he has been an actor of the Baku Municipal Theater.
He is an Honored Artist (2002).
