Tariyel Valiyev was born in Imishli.
He studied at the Azerbaijan State University of Culture and Arts and the Leningrad State Academy of Theater, Music and Cinematography.
For a while, he participated in performances at the Lutfi Mammadbeyov People's Theater. He began his career in radio in 1967. In 1972, he moved to television and worked as a director on Azerbaijan Television until the end of his life. During these years, in addition to being a production director of television plays, documentaries, state events, holiday programs, and television programs, he also worked as the chief director of the Literary Drama Programs editorial office of television for a long time.
Since 1988, he has been a teacher at the Azerbaijan State University of Culture and Arts. He was the head of the Department of Cinematography and the Department of Television Director (2007-2012).
