Sardar Valiyev was born in Jalilabad.
He studied at the Cinematography Department of the All-Union State Institute of Cinematography (1984).
He began his career as an assistant cameraman at the “Azerbaijanfilm” film studio. He worked as a cameraman at the Azerbaijan State Television and Radio Broadcasting Company.
He is an Honored Worker of Culture (2000).
