Rustam Babazade was born in Baku.

He received a bachelor's degree (1998-2002) and a master's degree in cultural studies (2002-2004) from the Faculty of Artistic Creativity and Screen Dramaturgy of the Azerbaijan State University of Culture and Arts.

He worked as a correspondent at the Mir Interstate Teleradio Company, an editor at Space TV, and a scriptwriter (2006-2009). Since 2011, he has been working in various marketing positions in the banking sector.

He was awarded the "Best Director" award at the 13th Baku International Short Film Festival (2022).
