Lutviyya Safarova (Lutviyya Dadashzadeh) was born in Baku.

After graduating from the Vocal Department of the Baku Music School named after Asaf Zeynalli, she was invited to work at the Azerbaijan State Musical Comedy Theater. Since 1989, she has worked at the Baku Municipal Criticism-Propaganda Theater. In 1996, she returned to the Azerbaijan State Musical Comedy Theater.

Lutviyya Safarova died in 2010.
